German HJ Equipment Whistle Lanyard

Not sure what the function of this lanyard was.  It's possibly HJ member made.   Has two period clips attached to a tightly hand woven, braided cotton thread line.  One clip is typical of that used with the canteen.  Measures 24" overall length.
